[OKFN-NP] Guide of Open Spending in Nepali

Hello All,

OpenSpending Team want to enable community members all over the world work
with OpenSpending. Therefore they are calling translators to help edit the
OpenSpending guide in different language and very specially they want us to
develop it in Nepali language.
