You might be interested in a blog post looking at Open Education
Philippines <http://education.okfn.org/open-education-philippines/>, the
post has been written by Mary Rose Erika Barja.

"/As a society, Filipino people have a profound consideration and value
for education. Education is regarded as the strong equalizer of
opportunities, a key to pass over the burden of indigence and place
oneself in a more sustainable economic status. These are some of the
points that drive the Philippine government to value education and put
much effort in the education sector./"

We are given a tour of some of the main initiatives relevant to open
education including Alternative Learning System (ALS), the Radio-Based
Instruction (RBI) Program, the ALS Accreditation and Equivalency (ALS
A&E) Program and the Learning Resource Management and Development System
(LRMDS).

Thanks
