[okfn-tw] Running language of this list

Hi all,

The list would be one major discussion point for friends who are more
comfortable with English. We have one Facebook open group for the Mandarin
speakers at:

https://www.facebook.com/groups/okfntw/

Since most of the domestic users don't use mailing list at all so I guess
here could be better served in English.
