Dear all,
Apologies for cross posting! Access Info Europe needs your help. As part of
our decision making transparency project, we want to determine where there
are *laws, guidelines and practices *which:
- Require the* routine creation and maintenance* of information needed for
participation and accountability in decision making
*. *
- Require public bodies to *proactively release certain types of official
information*.
*Here’s how it works in other countries*
*A Duty to Document *
Some countries, including New Zealand and Australia, have laws, codes and
guidelines which oblige public bodies to *make and keep full and accurate
records of their activities and affairs. *This ‘duty to document’ is
usually found in public records laws, but it could also be part of a
country’s FOI law or indeed other administrative laws. There may also be *codes
or guidelines *in place, including as part of public records,
administrative or ethics codes.
*Proactive Publication of Records *
Some countries, including Ireland, Scotland and the UK, have *FOI rules and
guidelines about the proactive publication of records* that public bodies
routinely collect. The aim is that the public can easily know what
information is readily available and how to get it for themselves without
having to make an FOI request. This could include information about
decisions public bodies take, how they make decisions and how they involve
others in the process. The kinds of records that contain these classes of
information include minutes of meetings, results of consultations and
spending details.
*Here’s how you can help*
We have a list of questions which *we’d love to get your help with and a
blank table that we would like you to fill in* – see the attachment.
Please email your replies to Nuala Haughey who is collating this research
for us *by September 23rd.* Nuala works with the Irish think tank TASC (
www.tasc.ie) and her email is nhaughey at tasc.ie.
If you can’t answer any of these questions but can put Nuala in touch with
a relevant expert or public body, please do so. She may also wish to follow
up directly with you in relation to particular issues.
