Hi,
To my best knowledge and around 11 years of participating in the ecosystems here in Taiwan, I can tell you there're many cases to be studied and researched. Maybe a keyword search on SSRN.com would return plenty of results. Indonesia is much bigger and geographically dispersed, while Taiwan is rather dense and compact, which is very conducive to so called bottom-up initiatives to ebb and flow on constant basis.

One of my case studies is the use of open election data by Indonesians for providing faster results of the election to society.
