I’m willing to assist; I can help with drafting the definition, and I can
explain lessons of experience from our community that I think will apply
directly to the problems you face.

 We have literally (in the last 2 weeks) set up a group under the OKF (Open
Knowledge Foundation) banner which is addressing exactly this. I have
copied this mail to them. OKF is Open to all and you are very welcome to be
part of this activity.

I will blog your comment and elaborate. Personally I owe the F/OSS movement
a great deal and I think the OKF philosophy is considerably informed by it.

This mailing list (open-access) is dedicated to finding a clear practical
solution. We are not prepared to compromise on the line between commercial
and non-commercial nor on constraints on re-use. We are also committed to
creating real valuable examples of Openness so that we convince by practice
as well as discourse.
