[Open-access] Well, this is unexpected! - re human right

I don't really know Peter, perhaps write to them, suggest the assistance
with this report and ask how we can contribute (what and by when)? We at
EIFL sent our submission during public consultations (in November), they
thanked us but didn't provide any further information.
