[Open-access] SSRN Paper from Google Policy Unit

It's worth noting that the problem here is that SSRN doesn't set a default licence, or encourage people directly to state one. This is a policy decision, they feel that it is the authors business. I have on at least one occasion argued with Gregg about this and they did say they would take a look at it, but if a bunch of people were to ask whether clear licenses could be provided that might convince them that it's an issue worth looking at.
