[Open-access] german docs on open access

Thanks for these, Tom, but because they're in German they're not
something I can really do anything to publicise.  If you could do an
@ccess blog post about them (in English!) that would help to bring
them into the broader English-language discussion, especially in light
of David Willetts' comments on partering with EU countries on OA.  I'd
be able to use that in subsequent writings.
