[Open-access] Submission to MHRD and Min. of Science & Tech. on Open Access Policy

Dear Sridhar,

Congratulations to Open Access advocates in India for this initiative
motivating researchers and information specialists from India to share
their thoughts and messages with the Ministers responsible.  I follow with
great interest Dr.Subbiah Arunachalam and also the Facebook group "Open
Access India <https://www.facebook.com/groups/oaindia/>"

I hope you will manage in India, as we did in Argentina
<http://en.mincyt.gob.ar/news/the-law-on-open-access-to-scientific-information-was-approved-9320>,
to "mandate" Open Access, and not simply "recommend" it, so as to ensure
that research undertaken with public funds, or in institutions with public
support, will be available in Open Access.

And let´s hope you can establish that immediate Open Access is required to
medatata with an "OA button" (to request a copy of the paper to the author)
, even if the availability of the full-text in Open Access waits until the
end of the embargo period established by publishers.   As so well expressed
by Stevan Harnad in his interview with Richard Poynder

applications and impact of your publicly funded research output, mandate

accessible to all online), implement the automated almost-OA Button (and
don’t let the embargo exceed 6-12 months at most). This is called “Gratis

until global Green OA has made subscriptions unsustainable; then you can
pay for Fair-Gold out of your subscription cancellation savings. Fair-Gold

OA will destroy peer-reviewed journal publishing: it will re-vitalize it
