[Open-access] DOAJ: now with added PLoS

Hi Peter

We pointed a metadata harvester at Europe PMC and ingested the data from
there. The metadata harvester will go and look for new metadata every
morning. Cottagelabs use the EPMC client library and implemented a plugin
for the plugin framework that allows us to import data from there. It
includes an EPMC -> DOAJ crosswalk.
