[open-bibliography] comprehensive bibliographic database of "open" resources?

  http://nep.repec.org, a current awareness service for working
  papers in RePEc.

  But scholars should not create such records, since this would
  describe the same times many times over, and some items will
  not be described at all. Publishers should create such records
  and make them available freely.
