If your "non-other" (to coin a word) government is the U.S.
government, my understanding is that works produced by their employees
are in the public domain *in the U.S.* and that they may be subject to
copyright in other jurisdictions.  I suspect that, like non-commercial
and share-alike clauses, this can complicate the task of reusing and
remixing the data in non-obvious ways downstream.
