[open-bibliography] ftp access to 3lib.org

  I am not sure who looks after the machine 3lib.org. I think
  it's somebody at okfn. I am sorry to post this here. 

  Connections to the ftp server fail. vsftp is up and local
  collections (on the machine to itself) seem to work. It looks
  like a firewall setting has been changed.
