This came from a tweet from David Weinberger who is attending the current LOD-LAM conference in SF - apparently Roy Tennant stated this as part of a v short (2 minute) talk - see http://www.hyperorg.com/blogger/2011/06/02/oclc-to-release-1-million-book-records/ from David.
