[open-bibliography] OCLC ODbL?

These may be part of the same story, but it isn't clear to me - according to Weinberger, Roy Tennant made a specific statement about OCLC releasing " the bibliographic info about the top million most popular books" in linked data format. This seems like a different initiative to the one previously discussed which was about OCLC enabling member libraries to release data.
