[open-bibliography] Add date and version to principles

Librarians are so sensible :-). One wrote and suggested that our  
principles document should have a date and possibly a version number.  
He's right. In fact, ALL documents should have dates/versions, but for  
sure we should add a date to the principles.

Any objections?
