[open-bibliography] Using IsItOpenData to get information about licensing policies

Hello,
I just published a post on openbiblio.net about using IsItOpenData to
enquire data providers about their licensing policies:

We are currently using IsItOpenData to find out more about the
licensing status of 3lib data and should soon make the remaining
enquiries. Jim, you write on the etherpad[1] that you can help with
arxiv.org and Current Index of Statistics. I could help writing the
enquiries but perhaps there is someone on this list who is more
engaged with these services (e.g. as a user) and thus a better fit for
sending the enquiries. (HAL and SPIRES are also left to enquire.)
