I found a partial answer to this. Clicking on a tag behaves
differently depending on your context. In the context of a single
dataset's entry (e.g. http://thedatahub.org/dataset/datos-bne-es),
clicking a tag shows all the entries for that tag, but doesn't give
you a way to combine that tag with any other.
However, if you start at the search panel, clicking a tag adds it to
the active filters and you can click as many tags as you want, adding
and removing them. You can do a similar thing with groups and combine
them with tags.
The thing I haven't figured out yet, is how to facet on license or
license category (open/not open). The closest I've gotten so far is
http://thedatahub.org/dataset?groups=publicdomain&q=&groups=bibliographic
or
http://thedatahub.org/dataset?groups=publicdomain&q=&tags=bibliographic
which return 2 and 1 results, respectively, so clearly that's not
right. I tried several different variations of license=cc0,
licenses=cc-zero, etc without luck.
Is there a way to constrain a search by license?
