[open-bibliography] OCLC's license for FAST

Thanks, Karen. Does this self-contradictory behaviour mean OCLC hasn't
understood open data yet?

It would be nice if someone scraped the FAST data and published it as
a whole at thedatahub.org or elsewhere. ODC-BY - as an Open Data
license - clearly allows this.

I just wrote an email to the FAST contact persons at OCLC inviting
them to write a clarifying guest post about this on openbiblio.net.
