[open-bibliography] Inviting community engagement on building a bibliographic roadmap

Thanks Karen!

It would obviously be wonderful if we could build on existing work by this
group such as the Principles on Open Bibliographic Data [1].

And also earlier work, such as the response to the Library of Congress that
we drafted with the late Aaron Swartz:
