[Open-data-census] Update the backend of the site

Hi all,

Thanks very much for all your submissions.

Our tech-team is working on the backend of the site, and that is why
submissions do not appear immediately at the moment (they are queued up).
As soon as things are back to normal, they will appear on the public site.
