[Open-data-census] batch download of 2013 census data

The link on http://2013.census.okfn.org/about/  is to
http://datahub.io/dataset/opendatacensus  This seems to be an earlier
version of the database than that currently on
2013.census.okfn.org/countries now – for instance each dataset only has 7
attributes, not 9!  Comments field is also not up to date in some cases.
