Hi Adriana,

The Census tracks government sources and government actions concerning open
data sets. So the scoring should be based on that only. However, in your
case of transport data, and in other similar cases around the world, there
are other, non-government entities, who also open up the same data. In that
case mention that in the comments, so that people can find their way to
those alternatives.
