[Open-data-census] Portugal City Census

Hmmm. I think this is a bug here in that if default language is other than
English you can't switch to English properly (it all works fine if English
is the default).

Reported here https://github.com/okfn/opendatacensus/issues/318 and should
get this fixed soon. Sorry for the inconvenience and thanks for discovering
this!
