[Open-data-census] FW: open data census/index

Hi Ovidiu and Idriss,

The Open Data Index is a snapshot, from October 2013, of the the Open Data
Census. It serves as a reference and is not intended to be changed, whereas
the Census is the organic and citizen-sourced survey in which updates can
be submitted by anyone at any time - and, pending review, be kept fully up
to date by the community. Another Index will be scheduled for late 2014.
