[Open-data-census] Census Revision error

Just to update, the tech expert has looked into this and it turned out we'd
had a spam attack which had been filling up the DB and led to these issues.
We've now deleted the spam but we need to put in a fix to prevent it
re-curring. Issue for the fix is:
