[Open-data-census] Greetings from Ukraine

Hello OD Census Community,

My name is Volodymyr and I am from Ukraine. It's been on the news a lot
lately. I believe Ukraine needs to seek for greater government transparency
and new growth enablers. Open Data could help with both. Apart from
finishing a degree in Economics at the University of Montana, I also work
as a consultant with the World Bank team. I'm very excited to join this
community as an editor of Ukraine's page.
