Suggestion from a country with Postal Codes but with no addresses:
We do have a Postal Code numbered for every district.. BUT we do not have
addresses.
We do not have the normal Street Name and building number system.
We have to use addresses as: "From abc store (or church or specific point),
x meters north/east/south/west. House green and white on the right".
See this example: Web Page of the Ministry of Justice
<http://www.mjp.go.cr/Informacion/Contactenos.aspx#contact>. Address below
in this page: 50 m. norte de la clínica bíblica. Frente a la Esc. Marcelino
García Flamenco, which is 50 meters north of Biblical Medical Clinic, in
front of Marcelino García Flamenco School.
Then, this should be the metric: Road names and Building numbers.
Which I am sure Ireland has and we don't and frankly it seems more relevant
to have this than to have Postal Codes which we have but this metric does
not reflect the real caos of our addressess.
OK?
