[open-data-manual] Technical changes made - testers welcome

Hi all, I've made some fairly moderate changes to the manual from a
technical standpoint today. Could people please take a look at
http://odm-test.rtfd.org/ and see if things are working smoothly.

Specifically
 - do pages load quickly?
 - when you select text in the body of the document, does a pencil
icon appear? If so, please click it and try it out
 - is the Open Knowledge Foundation project banner appropriate?
