[open-data-handbook] Open Data Handbook edits - warning :)

Hi all,

Rufus and I have just made several minor edits to the Open Data Handbook
v1.0 in response to feedback. We haven't done any major content changes -
but there are several small typographical corrections (e.g. spelling of
re-use / reuse).

Unfortunately, this will have a somewhat dramatic effect on translations!
Because of the way the system works, even minor edits disrupt the
translated language strings. At present, all translations appear to have
dropped around 10%.

Don't panic! You don't need to re-translate everything :) I will get this
sorted tomorrow - but please do bear with us for a few hours.
