[open-data-handbook] Simplified Chinese version is almost done

Hello, all

I'm glad to tell you that the simplified Chinese version of the handbook is almost done (92%now, just the appendix is left).

could we push this to the site asap so I could start spreading the news on social media to get people proof read it?

BTW, could anyone instruct me on how to produce a pdf version?
