Thanks for instructions

I've built the simplified Chinese version and sent a pull request. could you or someone else review it? hope i get everything right..

btw,  I think it would be helpful if the README  could mention that we need to have sphinx-theme-okfn included to build the translation. 

will try building pdf later.
