[open-data-handbook] Simplified Chinese version is almost done

I've tried to create the PDF version with rst2pdf based upon this article:
http://thyagjs.blogspot.co.uk/2012/05/create-pdf-document-from-your-sphinx.html
it worked well but the format is a bit ugly . it seems new templates for pdf should be on the TODO list.
The problem i have now is for Chinese (maybe other language), i need to do more hacking to make rst2pdf 1) support the language and 2) render the pdf properly. I've got the first done but unfortunately do not have more time on the second one now. maybe back to this work later.
