Today we’re pleased to be launching the pilot Aid Transparency Index

a report ranking 58 donors on their levels of aid transparency. This comes
just 2 weeks before the Fourth High Level Forum in Busan – the meeting that
could make or break the aid effectiveness agenda.

A major finding of the 2010 Aid Transparency
Assessment<http://publishwhatyoufund.us1.list-manage.com/track/click?u=1ed69ef02e1bafb8d4f43b1fa&id=32e71bdb75&e=e960d248f1>was
that there was not enough primary information on aid available, so
this
year we’ve used a new methodology.

The 2011 Aid Transparency
Index<http://publishwhatyoufund.us1.list-manage2.com/track/click?u=1ed69ef02e1bafb8d4f43b1fa&id=7cf56195ab&e=e960d248f1>
looks
at 37 indicators of aid transparency at the organisation, country, and
activity level. The availability of aid information was assessed by Publish
What You Fund working in partnership with 49 civil society organisations
and in consultation with donor agencies.

The report finds that the majority of aid donors are not publishing enough
information about the money they give, undermining the effectiveness of
development spending and damaging public trust.

The average score of 34% shows that although some donors have made good
progress, the majority need to do much more. No donors ranked in the top
category ‘good’, which requires a score of over 80%.

The report calls on all donors to sign up to and implement the International
Aid Transparency
Initiative<http://publishwhatyoufund.us1.list-manage1.com/track/click?u=1ed69ef02e1bafb8d4f43b1fa&id=ca128ae987&e=e960d248f1>(IATI),
which provides a common standard for publishing data and has the
potential to transform the way aid is managed. It urges donors to use the
upcoming High Level Forum on Aid
Effectiveness<http://publishwhatyoufund.us1.list-manage.com/track/click?u=1ed69ef02e1bafb8d4f43b1fa&id=fe193bbb12&e=e960d248f1>in
Korea (November 29 – December 1) to commit to publish timely,
comprehensive and comparable information on aid by 2015.
