As I mentioned in my comment on your post, I'm confused about using
the 6D/5* scale as a metric for evaluating ODIs. It seems like a
useful framework for evaluating the readiness for open data as with
the OKFN reports that Tim linked to.

Definitely. In your post, you referred to failed project due to a
myopic world-view. This reinforces my feeling that working within a
broader community is the best way to proceed.
