[open-development] Topics streams announced

Sorry to come late to this thread, I noticed that there was a mention that
Open Economics did not have its own stream. There will be a proposal for a
stream, as well as an open spending data stream in time for the June
deadline. CC'ing Velichka from the Open Economics working group, we would
love thoughts on the best ways these could be integrated.
