looking for female candidates.  Background
The Land Portal <http://www.landportal.info> is a global gateway for
aggregating information on land from multiple sources and building a
specialized community of land experts from civil society organisations,
governmental and intergovernmental institutions and academia. Find out more

Since 2009, the Land Portal has been a “project” of the ILC overseen by a
steering committee comprised of the ILC, IFAD, the Food and Agriculture
organization (FAO), L’association pour ameliorer la governance de la terre
e des ressources naturelle (AGTER), el Instituto de Estudios del Hambre
(IEH), Action Aid (AA) and the International Alliance on Land Tenure
(IALTA) based at the University of Groningen in the Netherlands.

After entering into full operational phase, and having piloted many of the
approaches to content aggregation and online dialogue that are at the core
of its work, it has become clear that the current beta version of the Land
Portal needs to be taken to the next phase. The Land Portal has an
ambitious strategy for bringing together knowledge and data on land
governance. It is a technically complex project, seeking to take advantage
of cutting edge social and semantic technology (Linked Open Data) to
deliver knowledge for improved land governance. The new strategy will focus
on localising the Land Portal and shifting activity, ownership and outreach
to the global south. The University of Groningen will take care of the
hosting of the Land Portal in the coming three years.

The Land Portal has evolved from being a project partnership into becoming
a not-for-profit independent legal entity. This new legal entity is a
foundation established under Dutch law called the *Land Portal Foundation*,
with its seat in Groningen, the Netherlands.  The Notary Act (in Dutch)

The Foundation intends to channel all funding for the activities of the
Land Portal from donors to partner organisations working for the Land
Portal on the basis of separate institutional contracts between the donors
and the Foundation and between the Foundation and the partner organisations
who work for the Land Portal. The partners of the Land Portal are
organisations that actively support the activities of the Land Portal
through the provision of funds, in-kind contributions and all other forms
of support.
  Call for new Board Members
With the establishment of the *Foundation*, the Land Portal is looking for
expressions of interest for committed and motivated Members of the Board;
coming from the land sector, open data and open knowledge community,
knowledge management and ICT for Development community from around the
world. Those with a diverse background, expertise and a disposition towards
innovation and social change are encouraged to apply.

*Since we are looking for a gender balanced Board with representatives from
different regions of the world, female candidates and skilled Board
candidate from developing countries are particularly encouraged to apply. *

This team will be asked to support the ongoing development and innovation
of the Land Portal as well as to network and promote the Portal within
existing land, open knowledge and grassroots ICTD communities.

The Board will have the task of:

   - Assuming collective responsibility for financial and legal probity of
   the Foundation.
   - Attending board meetings either via phone or in person.
   - Reviewing all relevant materials.
   - Reading the board email list (generally low-traffic and limited to
   matters requiring board specific attention) and responding where specific
   expertise is needed.
   - Participating in email list votes from time to time.
   - Shaping and overseeing the strategy and operation of the Foundation.
   - Establishing  the Land Portal’s strategy and activity plans and
   monitoring their implementation.
   - Supporting the Coordinator, overseeing and assessing his/her
   performance;
   - Mobilizing funding and promoting the Land Portal with donors,
   governments, etc.
   - Guaranteeing the quality control of the Land Portal and assess its
   performance.
   - Making a general commitment to promoting the organization and its
   goals.
   - Dealing with any other matters which may come up.

Members of the Board will receive no remuneration for their work. However,
they do have a right to request for reimbursement of expenses incurred
during duties performed as Board Members, as approved by the Board.

*Criteria for selection:*

1) Candidate board members should specify whether they will be able to
bring into the project the collaboration/engagement of any of the following
constituencies: i) civil society, including non-governmental organisations;
ii) research/academic institutions; iii) private sector/professional
associations; iv) rural producers organisations or cooperatives; v)
indigenous peoples’ organisations; vi) land specialists.

2) Candidate should specify what kind of expertise they can bring into the
project ranging from: i) Knowledge management, ii) open data, iii)
partnership building, iv) land governance, v) web platforms, vi) data
collection/sharing/dissemination, etc . Candidates should have at least 10
years of relevant working experience in one or more of the field mentioned.

*Interested parties should submit a brief proposal that addresses the
points mentioned above, supplemented by a short biography (150 words) and a
complete and updated CV.*

relacionada con la cuestión de la tierra, agregando información sobre la

el sector académico.

Desde 2009 el Land Portal ha sido un “Proyecto” de la ILC supervisado por

las Naciones Unidas para la Alimentación  y la Agricultura,  L*’association

la tierra.  La nueva estrategia se enfocará en la localización del Land
Portal y en desplazar las actividades, la apropiación y la divulgación
hacia el sur global.

IALTA/Universidad de Groningen  se ofreció para hacerse cargo de la acogida
del Land Portal de manera que pueda desarrollar esta nueva estrategia en
los próximos tres años, lo cual fue aceptado por el comité de dirección
 del Land Portal.   El Land Portal ha evolucionado de ser un proyecto de
asociación a convertirse en una entidad legal independiente sin fines de
lucro.

Esta nueva entidad legal es una fundación establecida bajo la ley holandesa
llamada *Land Portal Foundation*, con sede en  Groningen, Holanda. La
Fundación fue establecida el 4 de septiembre de 2014.  El Acta Notarial que
establece la Fundación describe con más detalle las responsabilidades y

La Fundación (*Foundation)* pretende canalizar todo el financiamiento para
las actividades del Land Porta por parte de donantes hasta organizaciones
socias que trabajan para el  Land Portal sobre la base de contratos
institucionales separados entre los donantes y la Fundación y entre la
Fundación y las organizaciones socias que trabajan para el Land Portal.

Los socios del Land Portal son organizaciones que apoyan activamente las
actividades del Land Portal a través del suministro de fondos,
contribuciones en especie y todas las otras formas posibles de apoyo.
  Convocatoria para nuevos miembros de la Junta Directiva
Con el establecimiento de la *Foundation*, el Land Portal busca expresiones
de interés para Miembros de la Junta Directiva comprometidos y motivados,
que provengan del sector interesado en la cuestión de la tierra, de la
comunidad de datos abiertos y conocimientos abiertos, con conocimientos
gerenciales y TIC ICT para la comunidad del Desarrollo de todo el mundo.
Se alienta a postular a quienes tengan formación profesional  diversa,
experiencia  y disposición hacia la innovación y el cambio social.

*Puesto que estamos buscando una junta equilibrada de género con
representantes de diferentes regiones del mundo, las candidatas y
candidatos cualificados de los países en desarrollo se les anima
especialmente a aplicar. *

Se le pedirá a este equipo que apoye el desarrollo e innovación continuos
del Land Portal así como también establecer contractos y promover el Portal
dentro de las comunidades ICDT de la tierra, de conocimiento abierto y
organizaciones de base.

La Junta Directiva tendrá la tarea de:

   - Asumir la responsabilidad colectiva de la probidad financiera y
   jurídica de la Fundación.
   - Asistir a las reuniones de la junta directiva ya sea vía telefónica o
   en persona.
   - Revisar todos los materiales pertinentes .
   - Leer la lista de correos electrónicos de la Junta directiva
   (generalmente de bajo tráfico y limitada a temas que requieren de atención
   específica de la junta directiva)  y responder cuando se necesite de
   experiencia específica.
   - Participar periódicamente en votaciones de lista de correo electrónico.
   - Moldear y supervisor la estrategia y operación de la Fundación.
   - Establecer la estrategia y planes de actividades del Portal de la
   Tierra y monitorear su implementación.
   - Apoyar al Coordinador, supervisar y evaluar su desempeño;
   - Movilizar financiamiento y promover el Land Portal entre donantes,
   gobiernos, etc.
   - Garantizar el control de calidad del Land Portal y evaluar su
   desempeño.
   - Asumir un compromiso general para la promoción de la organización y
   sus metas.
   - Tratar cualquier otro tema que pueda surgir.

Los miembros de la Junta Directiva no recibirán remuneración por su
trabajo.  Sin embargo, tienen el derecho de solicitar reembolso por gastos
incurridos durante actividades desempeñadas como miembros de la Junta
Directiva, de acuerdo con lo aprobado por la misma

*Criterios para la selección:*
1) Candidatos por la junta deben especificar si serán capaces de fortalecer
la colaboraciòn de algunos de los siguientes grupos en el proyecto: i) la
sociedad civil, incluso las organizaciones no gubernamentales; ii)
instituciones académicas y de investigación /; iii) el sector privado /
asociaciones profesionales; iv) las organizaciones de productores rurales o
cooperativas; v) las organizaciones de los pueblos indígenas; vi) los
especialista del sector tierra.

2) Candidatos deben especificar qué tipo de experiencia pueden aportar en
el proyecto a partir de: i) La gestión del conocimiento, ii) Datos
abiertos, iii) creación de partnerships, iv) gobernanza de la tierra, v)
plataformas web, vi) recopilación / intercambio / difusión de datos etc.

*Los candidatos deben tener al menos 10 años de experiencia de trabajo
pertinente en una o más de los campos mencionados. Las partes interesadas
deben presentar una breve propuesta que aborde los puntos mencionados
anteriormente y su contribución y valor agregado al Land Portal,
complementado por una breve biografía (150 palabras) y un CV completo y

internationale ayant pour vocation de recueillir les informations foncières
provenant de sources multiples et de créer un réseau spécialisé d’experts
fonciers issus d’organisations de la société civile, d’institutions
intergouvernementales et d’universités.

Le Portail foncier est, depuis 2009, un « projet » de l’ILC supervisé par
un comité de pilotage composé de l’ILC, du FIDA, de l’Organisation des
Nations Unies pour l’alimentation et l’agriculture (FAO), de l’Association
pour contribuer à améliorer la gouvernance de la terre, de l’eau et des
ressources naturelles (AGTER), de l’*Instituto de Estudios del Hambre*
(IEH), d’Action Aid (AA) et de l’*International Alliance on Land Tenure and
Administration* (IALTA) située à l’université de Groningen (Pays-Bas).

Le site est opérationnel depuis plusieurs années et a piloté de nombreux
programmes relatifs à l’agrégation de contenu et au dialogue en ligne,
maîtres-mots du Portail, mais sa version bêta actuelle est désormais amenée
à évoluer.

Le Portail a la vocation ambitieuse de rassembler le plus grand nombre de
connaissances et de données relatives à la gouvernance foncière. Il s’agit
d’un projet techniquement complexe, qui cherche à s’appuyer sur les
technologies sociales et sémantiques de pointe (*Linked Open Data *ou
« données ouvertes liées ») pour mettre à disposition du public des
connaissances et ainsi améliorer la gouvernance foncière. La nouvelle
stratégie a pour objet de localiser le Portail foncier dans les pays du Sud
et à y déplacer ses activités, son appropriation et ses capacités de
sensibilisation.

IALTA et l’université de Groningen ont proposé d’héberger le Portail
foncier pour faciliter la mise en place de sa nouvelle stratégie sur les
trois prochaines années, proposition qui a été acceptée par le Comité de
pilotage du Portail, lequel a donc acquis le statut de personne morale à
but non lucratif.

Il s’agit désormais d’une fondation de droit néerlandais appelée « *Fondation
du Portail foncier* » sise à Groningen. L’acte notarié de création de la
Fondation, en date du 4 septembre 2014 et rédigé en néerlandais, décrit
plus en détail les responsabilités et obligations des membres du Conseil.

La *Fondation* sera chargée de transférer les fonds destinés aux activités
du Portail des donateurs vers les organisations partenaires dans le cadre
de contrats distincts établis avec d’une part, les donateurs et d’autre
part, les organisations partenaires qui travaillent pour le Portail foncier.

Les partenaires du Portail foncier se définissent comme les organisations
soutenant activement ses actions par le biais de financements, de
contributions en nature et de toutes autres formes d’appui.
  Sièges vacants au Conseil
Le Portail foncier est à la recherche des futurs membres du Conseil de la
nouvelle *Fondation. *Ceux-ci, de tous horizons géographiques, doivent
faire preuve d’implication, de motivation, et être issus du secteur
foncier, de la communauté des données/connaissances ouvertes ou du monde de
la gestion de données et des TIC en faveur du développement. Nous
encourageons les candidatures de personnes ayant eu un parcours diversifié,
témoignant d’une grande expertise dans le domaine et d’une attitude
favorable à l’innovation et au changement social.

*Nous souhaitons constituer un bureau équilibré, tant en ce qui concerne le
genre qu'en ce qui concerne la représentativité des différentes régions du
monde. C'est pourquoi nous encourageons des candidates , ainsi que des
candidats qualifiés de pays en développement , à postuler .  *

Le Conseil devra soutenir le développement et le renouvellement constants
du Portail foncier ainsi que créer des réseaux afin de le promouvoir auprès
des communautés locales spécialisées dans la terre, les connaissances
ouvertes et les TIC en faveur du développement.

Les membres du conseil devront notamment :

   - assurer collectivement l’intégrité financière et juridique de la
   Fondation ;
   - assister aux réunions du Conseil par téléphone ou en personne ;
   - passer en revue la documentation pertinente ;
   - lire les messages de la liste de diffusion du Conseil (trafic
   relativement faible et limité aux questions nécessitant l’attention du
   Conseil) et y répondre en cas de besoin ;
   - participer occasionnellement aux votes électroniques ;
   - déterminer et superviser la stratégie et le fonctionnement de la
   Fondation ;
   - élaborer la stratégie et les plans d’activité du Portail foncier et
   suivre leur mise en œuvre ;
   - seconder le/la coordinateur/trice et évaluer ses performances ;
   - mobiliser des fonds et promouvoir le Portail foncier auprès des
   donateurs, gouvernements, etc. ;
   - assurer le contrôle qualité du Portail foncier et évaluer ses
   performances ;
   - s’engager à promouvoir l’organisation et ses objectifs ;
   - gérer toute autre question le cas échéant.

La fonction de membre du Conseil n’est pas rémunérée. Les membres peuvent
toutefois demander le remboursement des dépenses effectuées dans le cadre
de leurs fonctions, tel qu’approuvé par le Conseil.

*Critères de sélection:*

1) Les candidats au bureau de direction devront indiquer leur degré
d'aptitude à contribuer à l'initiative , dans chacun des secteurs suivants
: i) société civile, y compris les organisations non gouvernementales ,ii)
les instituts de recherche/ le monde académique, iii) le secteur privé/ les
associations professionnelles, iv) les organisations rurales de producteurs
ou les coopératives, v) les organisations des populations autochtones, vi)
les experts.

2) Les candidats devront indiquer quel genre d'expertise ils peuvent
fournir au projet, notamment : i ) la gestion des connaissances, ii) Open
Data, iii) la formation de partenariats, iv) la gestion des terres , v)
l'utilisation de plates-formes de réseaux, vi) la collecte/ le partage / la
diffusion des données, etc. Les candidats devront avoir au moins 10 ans
d'expérience avérée dans un ou plusieurs domaines susmentionnés.

ci-dessus indiquées dans laquelle ils expliqueront quelle sera leur
contribution au Portail et ce qu’ils pensent apporter à la Fondation. Ils
