SIRC announces the SIRCA III<http://www.sirca.org.sg/> research grant award focused on cross-cutting theoretical frameworks in the area of Open Development. SIRCA III will fund two-year research projects led by teams of two senior researchers and/or practitioners investigating cross-cutting open development themes in developing countries in Asia, Africa, or Latin America. SIRCA<http://www.sirca.org.sg/programs/past-programs/> III is a theory and capacity building research programme examining information society issues administered by the Singapore Internet Research Centre<http://www.sirc.ntu.edu.sg/Pages/Home.aspx>, and supported by the IDRC Information and Networks<http://www.idrc.ca/EN/Programs/Science_and_Innovation/Information_and_Networks/Pages/default.aspx> program.

The SIRCA III programme comprises two phases: a theoretical phase and an empirical phase. During the theoretical phase, senior research teams will be awarded funding to develop a cross-cutting theoretical framework. This framework will then be tested and refined during the empirical phase of the programme. Additional researchers will be selected through a second call for proposals in the second phase to conduct the empirical research in close collaboration with the senior research teams. SIRCA III will also work closely with the senior research teams throughout the programme to synthesize results across teams as well as to influence policy and public opinion.
