Dear All,

In the second in our series of blog posts on open education around the 
world Bernard Nkuyubwatsi, a PhD research student at the Institute of 
Learning Innovation, University of Leicester, has written about the 
current situation in Rwanda.

Despite successful initiatives such as Open Learning Exhange Rwanda 
<http://olerwanda.org/promoting-public-health-and-environment-rwandan-schools> 
and One Laptop per child <http://laptop.org/map/rwanda>, and the 
establishment of distance learning programmes using OERs, opening up 
education in Rwanda continues to be a struggle due to economic issues.
