discussed in latest book on Open Development by Smith and Katherine:
"However, no open model is ever universally open, nor can it ever be. “The
constraints of people , existing social systems, and the contours of the
open model all provide limitations to who can participate, and how. Time,
distance, language, culture, past experiences, and so on, affect
individuals’ ability to access and participate meaningfully.”
Problem with this quote is that it relies on the ambiguity of meaning in
open. If open is just a license, then bar copyright variations it is
possible.
Even without that, joining any system involves accepting a status quo or a
set of rules. If we take open as a relative position then even with those
constraints (which are endemic and explicit to pretty much everything) then
open is possible, as if it isnt didtinguishable why bother?
