Hi,

I am sending attached the English version of a document synthesizing the
proposals discussed made during the Open Education Romania Conference, which
was how we celebrated Open Education Week. A summary of the event can be
found here: http://education.okfn.org/romanian-noec/

The document is proposing a framework for opening the pre-university
education in Romania, taking advantage of its features - highly centralized,
free, and compulsory for the first ten years. Some ideas may be of interest
for you, depending on the context in your countries.

About the implementation of our proposals... well, this is the tough part,
as always. Some components are being implemented or in the pipeline, thanks
to previous advocacy efforts. We are now trying to convince decision makers
to adopt a vision of openness that will coordinate all these components.
