[Open-education] U.S. Department of Education shifts to OER with #GoOpen Campaign & Open Licensing Policy

Greetings OER Colleagues:

Good news out of the U.S. Department of Education yesterday!

   - Proposed an agency-wide open policy for educational materials and
   other IP created with discretionary grant funds, including a strict
   definition of “open license” that specifies terms equivalent to the
   Creative Commons Attribution license (CC BY).
   - Launched a  #GoOpen campaign to expand OER in PreK-12 schools.
