[Open-education] D-TRANSFORM: Public Digital Policies in Higher Education: A comparative survey between Spain, France, Italy and the United Kingdom

Dear readers
This is the first major intellectual output from the EU D-TRANSFORM project, funded under Erasmus+ KA2 via the France node. 
It is entitled “Public Digital Policies in Higher Education: A comparative survey between Spain, France, Italy and the United Kingdom”.
The press release – at http://www.dtransform.eu/public-digital-policies-in-higher-education-survey-report-available/ – notes that:
The D-TRANSFORM project is a first attempt to set up a "University Leader Program" at the European level, addressed to university presidents and vice-presidents on the role of e-Education in shaping University strategies.
The project team is to publish a series of surveys about digital transformation of higher education in Europe providing: 
  a.. the state-of the art on national policies [this report] 
  b.. the analysis of business models [to follow in a few weeks] 
  c.. the implementation of Open Educational resources [from the leadership standpoint, expected also quite soon] 
To make a change from the outpourings of UK experts it is refreshing and useful for experts in Spain, Italy and UK to see the French perspective on what national governments have done in this area and also their perspective on the European agenda.
