(with the caveat that "lobbying the W3C" isn't how they work, and that
including specialist terms in all RDF systems isn't a realistic outcome)
participation with W3C is a good idea. I've already chaired two W3C
community groups. But, please, the proliferation of such groups doesn't
help (as well as W3C we have DCMI, IEEE, IMS, ISO, and more). It's often
the same people participating, normally unpaid, and spread pretty thinly.
As to creating a few terms for use in RDF, I would hope that the one or
two terms could already be found in LRMI
