Members of the OKF Open Geodata listserv might be interested to know  
that the GEOSS (Global Earth Observation System of Systems - http://www.earthobservations.org/) 
   AIP (Architecture Implementation Pilot - www.ieee-earth.org/.../geo-task-ar-07-02-architecture-implementation-pilot) 
  Data Sharing Guidelines Working Group listserv is open to the  
public.  At this time anyone can join, but the organizers ask that the  
organizations that responded to the Call For Participation be given  
priority in the discussions.

OGC leads the GEOSS Architecture Implementation Pilot.

GEOSS AIP Data Sharing Guidelines Working Group documents are  
available at http://www.opengeospatial.org/projects/initiatives/geoss/ogc 
  .
