The directive is in negotiations between the parliament and the council to prepare a final compromise version to be voted in plenary.

The Council (representing the governments of member states) seems to be fighting back on a few issues over the amendments agreed by the ITRE committee to the original Commission's draft directive (which is now the European Parliament position). 

These include trying to get rid of recital 7a on the priority for digitisation the public domain and references to open formats. They will also try to raise the proposed 7 year cap for digitisation deals up to 10.
