[open-government] Implementing expenditure data publishing in UK local government

Following on from the recent letter on opening up government data, data.gov.uk has published interim guidance from the Local Public Data Panel on how to implement the requirements for local government.  Viz. publishing information on contracts/tenders/expenditure over £500.
