I've come across a few documents that may be of interest to members of
the group. They are from a some recent meetings hosted by the
association of information managers within local governments. That is,
officials talking to each other.

"Managing Open Data"[0] is the full text of a presentation relating to
how local government agencies go about the business of open data. The
Napier City Council serves a population of roughly 100,000 has about
450 GB of geospatial data.

"Open Data: Making it Happen"[1] is the slides from a presentation
relating to a pilot study that the Ministry for the Environment ran
for its data. One of the key things I took away from reading this
document was that experienced analysts prefer access to raw data, but
new entrants to open data like to receive interpreted data.
