Greetings comrades

I've started a process of organizing an OpenGov best practices catalogue,
with a view to making each scenario repeatable via FOSS. Ie. An 'OpenGov
Apps Store'.

The primary goal is to focus first on the 'business case', ie what
specific political policies does each case study align with, what real
benefits does it deliver, and then to make this repeatable by open
sourcing whatever components were used to achieve it.
